When upgrading from 4.0 RTM to 4.0RTM Loc (or whenever you apply an newer
kernel), the upgrade checklist appears and the admin is forced to go through
it, although some of the steps are not necessary nor advisable.
Since the system can determine, which version was installed before, the
checklist should contain only thoses steps which have to be performed: in
this case neither Data cleanup nor Pre- and Postsynchronize-jobs should be
part of this list.
And if you try to follow a non supported upgraded-path, there should be at
least a warning-message.
