Please help.  Our office has SBS 2000 with a Dell PowerEdge 2600. 
 
Uploading from workstation to server is pretty fast (56Mbps), but 
 
downloading from the server is extremely slow (2.4Mbps).  These numbers 
 
are fairly consistent during business hours and after business hours. 
 
I have added 2GB of memory and a 15,000 RPM hard drive to the server 
 
recently and neither has helped.  Workstation to workstation is 
 
consistently 72Mbps, so I am fairly certain that it is not a switch 
 
issue. 
 
I have checked MS's website and searched Google extensively to no 
 
avail.  I have found a resolution for the opposite situation (fast 
 
download from the server, but slow upload to the server), but that's 
 
not going to help.  I hope you guys can help.  Let me know if you need 
 
more info.

have you disabled smb signing? 
 
are these dell workstationa? you might try changing the NIC setting on a 
 
workstation from auto-sense to a fixed speed (say 100mpbs full duplex) and 
 
see if that helps.

SMB signing is not enabled.  They are Dell workstations and I already 
 
tried changing my workstation from Auto to 100MB full.  It did not help 
 
at all.  Can you think of anything else?  I already put new CAT 5e in 
 
between the server and switch.  Any more thoughts would be appreciated.

Try more combinations - try *all* combinations :) (half duplex, full... 
 
all of them). 
 
If no joy, try a new NIC in a workstation (and at least try w' the 
 
onboard one disabled). 
 
Not sure how much 'swapping' of hardware is possible on your Server. 
 
Hopefully be a process of elimination you'll source the problem.
