I can't find Catalog and Inventory Schema Manager in SDK solution. 
 
Am I missing something? 
 
Is it in the SDK solution?

No you are not missing anything. The Catalog and Inventory Schema Manager is 
 
not part of the SDK solution. All of the APIs for managing the commerce 
 
schema is public so you could create your own schema manager from scratch.
