I feel like I'm totally missing this as it's pretty obvious in Elements and 
 
MS Photo Editor. 
 
How do I make a new image in DIS2006 from one I've copied onto my clipboard?

OK...lets say you used the Advanced Selection 
 
Tools to create a cutout... 
 
First...you can add the cutout as a layer to 
 
the original image by typing...Ctrl+D. 
 
You can copy the cutout to your clipboard 
 
by typing...Ctrl+C. 
 
Click the "New" button on your toolbar 
 
or type...Ctrl+N to open a new blank canvas. 
 
Now just go to...Edit / Paste...or type...Ctrl+V.

That works but it would be nice to have something where it creates the 
 
canvas for you when you paste it in still this is better than nothing.

an outside source, try drag and drop.

You can't just open DIP and paste something.  You need something to paste it 
 
onto.  You'll either have to 1. open a new canvas - size does not matter at 
 
this point -  then right click and paste from the clipboard. If you want the 
 
canvas to fit the image, right click on the image you pasted and "auto fit 
 
canvas to image".  2. Already have a canvas open that you are working on 
 
then right click and paste the image from the clipboard.
