Hey thanks for the help - and the quick response. I couldn't find how to add the line to the .web file. However I did find a solution which I though I would share.
Apparantly the microsoft installer is faulty. You need to copy vfpoledb.dll, uninstall it, copy it back and run regsvr32 on it to manually install.
This fixed my problem.
