The default would be that the webservice would run under the "ASPNet"
account on the local machine.
Give the ASPNet account "Read" and "Read & Execute" permissions on the dll
and check if it works [Right click on the dll, choose properties, then the
security tab. Add ASPNet and give him the specificed access]
