Windows Vista - unblocking hotmail

I have been having trouble with getting my hotmail account, everytime I try to sign in online or check my email it says I have been blocked, and everytime I follow the steps to unblock it I always get sent back to the sign in page I need help, this hotmail account is my main account I use for job hunting

There are two ways to solve the problem.

On one hand, you can ask help with  Hotmail customer service phone number.
On the other hand ,If the problem happens to be on your computer (it doesn't sound like it, but just in case) here are some troubleshooting steps from our Hotmail Help guide.

I have tried this and nothing happened I cant' even find a phone number to contact a person on this problem. Is there a number I can call to contact a person to fix this problem because I really want to atleast recover my files, and my contacts on my hotmail account do you know another way to recover it?
